At Moberly's suggestion I am sending you a copy of my letter to Russell-Kimands of 22nd September 1949, and a copy of a draft despatch to liong Kong, on the subject of 'denial' claims. hoberly coments on this draft in his letter to ue of the 7th peomber, and we should be grateful if you could f'arvard such comments as you may have as soon as possible; altirugh the draft despatch contains nothing, I think, to which your pepek unt would object.

I have seen a copy of the Air tinistry's reply

to walter Fletcher's question on this subject (Hansard of 16th November 1949), and a copy of Cash's letter of 2nd December. It is certainly essential that all Departments should adopt the same policy in dealing with this subject.
